On almost every building and infrastructure site in Malaysia, the consultant’s eyes on the ground belong to the Inspector of Works (IOW). Since the 2015 amendments to the Registration of Engineers Act 1967, the IOW is a registered category with the Board of Engineers Malaysia (BEM), with its own register, renewal cycle, CPD requirement and Code of Conduct.

This guide covers BEM Inspector of Works registration: eligibility, the MyBEM process, IOW (Intern) versus IOW, duties and limits, and staying registered. Every point comes from BEM’s own documents (the Act, the Regulations, BEM’s registration page, the FAQ on Inspector of Works revised 15.5.2025, and Circulars 001 and 002), with clause references.

Quick answer

BEM inspector of works registration explained: section 10E eligibility, MyBEM steps and fees, IOW (Intern) vs IOW, duties, limits and CPD.

02Eligibility: recognised qualifications

Academic routes

According to BEM’s registration page, the recognised qualifications are:

  1. Diplomas awarded in Malaysia
  2. a minimum diploma in engineering or engineering technology accredited by BEM’s Engineering Technology Accreditation Council (ETAC); or
  3. a minimum diploma in engineering accredited by the Malaysian Qualifications Agency, or an equivalent recognised by BEM, before 31.12.2018.
  4. Diplomas awarded overseas – a diploma in engineering accredited by a professional body that is a signatory of the Dublin Accord.
  5. Degrees – applicants with a degree-level qualification accredited or recognised by the Board are also eligible.

Non-academic routes

BEM also recognises two licences for IOW registration:

  • a CAAM/DCAM Part 66 Aircraft Maintenance Licence, Category B1/B2, without type rating; and
  • a Class 4 Marine Certificate of Competency verified by the Marine Department Malaysia.

What does not qualify

  • Quantity surveying, architecture and geology qualifications do not qualify for IOW registration with BEM (FAQ Q1, Q3, Q8). Architecture-based IOWs may approach the Board of Architects Malaysia, and geologists the Board of Geologists Malaysia.
  • SPM or Malaysian Skills Certificate holders do not meet the current requirement. However, those with relevant site experience before December 2018 may apply and are considered case by case (FAQ Q2).

The “existing practice” special case

IOWs who were already employed by an engineering consultancy practice before 31 December 2018 were given savings rights. After that grace period, the Board decided on 22 July 2021 to consider late applications from Malaysians who had worked as IOWs before 31.12.2018 but hold a qualification not accredited or listed by MQA, subject to a show-cause letter explaining the late application. Successful applicants are registered as Intern IOW.

One branch only: “Engineering”

Since 16 November 2023, IOWs are registered under a single branch, Engineering, and may practise in any branch regardless of the branch of their qualification. Older branch registrations are redesignated on renewal, so there is no need to register a second field (FAQ Q62–Q63).

03IOW (Intern) and IOW: the two stages

Every new applicant starts as an Inspector of Works (Intern) (FAQ Q11, Q15). There is no direct entry for new applications, and no training course is required before registering (FAQ Q13).

Moving from Intern to IOW

To be registered as an IOW, an Intern needs site experience under supervision:

QualificationMinimum site experience as IOW (Intern)
Diploma2 years from the date of BEM approval as Intern
Degree1 year from the date of BEM approval as Intern

Sources: BEM registration page; FAQ Q31–Q32.

Key points on the upgrade:

  • The upgrade is not automatic. You must submit a new application in MyBEM (FAQ Q30).
  • The experience must be verified and endorsed by a PE from the same firm(s).
  • BEM requires no compulsory course, CPD or logbook during the intern period (FAQ Q33–Q34). We still recommend keeping a daily site diary, because the Code of Conduct requires proper records once you are registered (see below).
  • An applicant with the required qualification who already has this experience, endorsed by the employer’s PE or ECP, can apply directly as an IOW without going through the internship period (BEM registration page).

04The registration process

Step by step in MyBEM

All applications are made online at engineer.org.my. Emailed forms are not accepted (FAQ Q10). BEM’s FAQ (Q11) describes the steps:

  1. Log in and click Application.
  2. Click Apply as.
  3. Select Inspector of Works (Intern).
  4. Fill in the form and upload the documents.

Your experience must be endorsed by a PE or PEPC through the system, and you can resend the request or change the endorsing PE if needed (FAQ Q24–Q28). If no PE or PEPC is available at your company, the FAQ allows, in order:

  • a PE or PEPC from an external company involved in the same project; then
  • a PE or PEPC with knowledge of your experience, who must not be a relative, using BEM’s prescribed letter format (FAQ Q24).

Supporting documents

BEM’s registration page lists:

  • a copy of your MyKad, PR card or passport, crossed “FOR BEM USE ONLY”
  • a passport-size photograph in JPEG
  • your diploma scroll and full academic transcripts, plus degree documents if any
  • or, for the licence routes, your Marine CoC Class 4 or your CAAM/DCAM AML B1/B2

All supporting documents must be endorsed as true copies by a PE or PEPC. Non-English documents need an English or Bahasa Malaysia translation, also endorsed by a PE (FAQ Q17–Q18).

Timelines

  • Decision time: BEM’s registration page says applications are decided within six weeks for recognised qualifications, or four months for case-by-case applications, from receipt of a complete application. Regulation 17 sets an outer limit of four months.
  • Validity: under section 13(3)(a), an IOW certificate expires on 31 December of the third year from issue. BEM’s FAQ (Q40) says it must be renewed by 31 January of the following year.
  • IOW (Intern): the Intern certificate has no expiry date (FAQ Q39).

05What an IOW does, and where the limits are

The role

The IOW’s statutory role is to assist the PE in the supervision of engineering works (s7(2)(ab)). BEM’s FAQ is direct: the IOW is not an engineer and must not use the title “Engineer” (FAQ Q71). An IOW may assist in supervising works in any branch, provided he or she is assisting the PE or PEPC (BEM registration page; FAQ Q62).

Who the IOW reports to

BEM’s FAQ (Q75) lists the possible immediate superiors, who may be the consulting engineer or his representatives:

  • a Resident Engineer registered as a GE, ET, PE or PEPC;
  • a full (not intern) IOW; or
  • a PE or PEPC.

What an IOW (Intern) may not do

An Intern assists the immediate superior and is not permitted to sign off completion of the contractor’s site works. That is done by the superior (BEM registration page; FAQ Q59, Q68).

Limits that apply to every IOW

  • No stamp, no “Engineer” title. The Act has no provision for an IOW stamp, and an IOW must not make one resembling another professional’s (FAQ Q41–Q42). Quote your IOW registration number with your signature instead (FAQ Q43).
  • No instructions without authority. Under Circular No. 001, para 5.2.4, an IOW must not instruct the contractor, or verify or approve the contractor’s work, unless authorised by the Engineer or Employer.
  • Form G site supervisory staff. An IOW, like a PEPC, PE, GE or ET, may sign the “Site Supervisory Staff (BEM)” space in the Form Gs only if assigned by the Submitting Person or Principal Submitting Person (FAQ Q73, referring to BEM Circular No. 013).

06CPD for the IOW

Under BEM Circular No. 002 (Rev 3, 10.3.2025), paras 17–22:

  • Requirement: 30 CPD hours per triennial registration, reduced to 15 at age 65 and above (para 23; FAQ Q47).
  • Audit: up to 5% of IOWs are randomly audited each year.
  • Category maxima, applied over the three years:
  • On Job Learning: 10 hours
  • Private Study: 5 hours (weighted at 0.5)
  • Papers: 20 hours
  • Engineering Service: 15 hours
  • Formal Education and Conference/Technical Training: no limit
  • Submission: made in MyBEM for the preceding three years at renewal (para 19).
  • Shortfall: at BEM’s sole discretion, an IOW below 30 hours may continue on strict remedial terms (para 21):
  • at least 15 hours at the time of applying;
  • at least 15 hours in the first year; and
  • at least 45 hours in total by the next renewal.

Otherwise renewal may be refused. Regulation 20(3) also allows the Board to refuse renewal if conditions are not met.

CPD must come from pre-approved activities, or from the two self-declared types: overseas events, and non-commercial internal in-house programmes. Nothing else can be submitted (paras 24–27).

07Code of Conduct points for the IOW

Part IV of the Regulations applies to every registered Person. Regulation 23 requires conduct that is honourable, responsible, ethical and lawful. Regulation 24 requires due skill, care, diligence and good faith, holding the safety, health and interest of the public paramount. Regulation 25 requires complete fidelity to employer or client. Circular No. 001, section 5, adds IOW-specific rules:

  • 5.1.1 – do not falsify or exaggerate qualifications or past responsibilities.
  • 5.1.3 – take on assignments only within your education and/or experience.
  • 5.1.4 – keep reports objective, truthful and dated.
  • 5.1.7 – notify the Board within three months of a conviction for fraud, dishonesty or false or negligent certification, or of bankruptcy.
  • 5.2.1 – keep proper site records: dates, times, subject matter, site condition, weather.
  • 5.2.2 – sign or endorse only what you have witnessed or inspected, after checking the facts.
  • 5.2.3 – report non-compliant work or materials to the Engineer or Employer at the earliest opportunity.
  • 5.2.5 – keep information confidential unless authorised, required by law, or needed to protect public safety.
  • 5.2.6 – report known violations of the Code, law or regulation to the Engineer or Employer, and where relevant to public authorities.

08Common mistakes we see

  1. Working on a consultant’s site before registration. BEM’s FAQ (Q60) says unregistered IOW work can be penalised under section 24. The employing ECP and PEPC are also exposed.
  2. Assuming the Intern status upgrades itself. It does not. Apply once you have two years (diploma) or one year (degree) of site experience.
  3. Signing off contractor work as an Intern, or signing for work you did not see. Both are contrary to BEM’s guidance and Circular No. 001, para 5.2.2.
  4. Letting the triennial renewal lapse. Reinstatement after a lapse means Form H, a written explanation, an updated CV, the RM180 fee and an interview by the Application Committee (FAQ Q49–Q53).
  5. Leaving CPD to the third year. Spread the 30 hours across the cycle and keep the evidence ready for audit.

Frequently asked questions

Do I need a diploma to register as an IOW?

For new applicants, yes: a recognised diploma in engineering or engineering technology, or a recognised degree. The AML and Marine CoC routes are alternatives. Pre-2018 practitioners without these qualifications may be considered case by case.

Can I register directly as an IOW without the Intern stage?

New applications start as IOW (Intern). An applicant who already has the required qualification and endorsed site experience (two years for a diploma, one year for a degree) may apply as an IOW directly, according to BEM’s registration page.

Does my Civil IOW registration let me supervise M&E works?

Since 16.11.2023 all IOWs are registered under “Engineering” and may assist in any branch, when assisting the PE or PEPC responsible.

Does an IOW (Intern) need CPD?

BEM’s FAQ (Q34) says no CPD or logbook is needed during the intern period. Circular No. 002 applies its CPD requirement to registered IOWs at renewal, so plan to start logging CPD once you are registered as an IOW.
