Planning piling, excavation, demolition or a major renovation in Kuala Lumpur? Before work starts, DBKL expects a dilapidation study report (laporan kajian dilapidasi) that records the condition of the neighbouring buildings and structures. Pro Inspect Solution carries out dilapidation surveys across Kuala Lumpur for developers, main contractors and building owners, from our office in Dataran Mentari, Petaling Jaya.

What a Dilapidation Survey Does

A dilapidation survey, also called a pre-construction condition survey, is an independent, dated record of the visible condition of properties next to a construction site. It is made before heavy works begin, so everyone has the same reference point if cracks, settlement or water damage are reported later. It records existing defects such as:

In a dense city like Kuala Lumpur, new projects often sit metres away from shophouses, terrace houses, condominiums, roads and drains. Piling vibration, dewatering and deep excavation can affect those neighbours. Without a baseline record, it is very difficult to show whether a crack existed before the works or appeared during them, and that uncertainty leads to delayed site starts, complaints and long disputes.

DBKL Requirements in Brief

DBKL publishes guidelines for submitting dilapidation study reports (Garis Panduan Pengemukaan Laporan Kajian Dilapidasi). The key points for project teams:

  • Zone of study (zon kajian): the guideline sets a minimum inspection zone around the site based on the type and scale of works, smaller for minor additions and alterations and larger for big new developments and demolition. See our guide to the DBKL zone of study.
  • Timing: the survey is done before demolition, piling or excavation starts, and the report forms part of the submission package.
  • Who prepares it: a qualified, independent professional prepares and signs the report.
  • Strata buildings: where a neighbouring building is managed by a JMB or MC, the inspection normally covers common property, with access arranged through management.
  • Access records: rooms or properties that could not be entered are recorded with the reason.

Requirements and forms are updated from time to time, so always check the latest version with DBKL. We review your approval conditions with you before planning the survey. Prefer Bahasa Malaysia? Read our panduan laporan kajian dilapidasi DBKL.

What the Report Covers

  • Executive summary, objectives and scope
  • Site and project details, with a plan of the zone of study
  • Properties and structures inspected, plus those not accessible and why
  • Dated photographs, each referenced to a location
  • Marked-up sketches or floor plans showing where each defect is
  • Descriptions of visible defects such as cracks (with approximate widths), dampness, spalling, tilting and settlement
  • Condition of public infrastructure next to the site, such as roads, drains and walkways
  • Monitoring recommendations where existing conditions are sensitive
  • Signed declaration by the professional responsible

Our Dilapidation Survey Process in Kuala Lumpur

Step 1: Scope, Zone Check & Access

We review the site plan, the works and your DBKL conditions, mark out the properties inside the zone of study, then prepare notification letters and schedule access with owners and building management.

Step 2: Site Inspection & Report

Our team photographs and records the visible condition of each property, inside and out, including external works, drains and roads. Findings go into a structured report with tagged photos and defect locations, ready for submission.

Step 3: Monitoring & Post-Construction Survey

Optional crack or vibration monitoring during the works. After completion we re-inspect and prepare a comparison report, the key document for closing out claims and releasing bonds.

Dilapidation Survey Kuala Lumpur FAQs

Common questions about DBKL dilapidation reports

Is a dilapidation report required by DBKL?

For many projects that involve piling, excavation, demolition or major additions and alterations, DBKL requires a dilapidation study report for the neighbouring properties. Check your approval conditions, or send them to us and we will confirm what is needed.

How far from the site do you need to inspect?

It depends on the type and scale of the works, as set out in the DBKL zone of study. We confirm the zone at the scoping stage, and it can be widened where ground or building conditions call for it.

What if a neighbour refuses access?

We record each access attempt and inspect what can be seen from public areas. The report states which properties or rooms could not be entered and why, so the gap is documented.

How long does the survey take?

It depends on the number of properties and how quickly access can be arranged. Small sites can often be inspected in a day or two. Tell us your planned start date so we can schedule around it.

Can a neighbouring owner appoint you directly?

Yes. If a project is starting next to your home or building, you can appoint us to record its condition independently, so you have your own reference if new damage appears.
